Harold L. Tomlinson - Chairman and President


Mr. Tomlinson started in the real estate development business in Dallas, Texas, through Tomlinson Construction Corporation and McKamy Development Corporation. Tomlinson Construction and McKamy Development developed and built apartment projects, in addition to single family homes, town homes, duplexes and warehouses throughout the South and Southeast. In 1987, after 15 years of operations in Dallas, Mr. Tomlinson relocated to South Florida and formed Parkland Development Corporation.


Parkland Development was originally established as a single family home developer and builder. Soon thereafter, Parkland Development expanded its operations into the development, operation and ownership of numerous multifamily projects.With the vision to deliver a product unparalleled in the apartment industry, Mr. Tomlinson proceeded to build resort-style apartment communities throughout the South and Southeast. Focusing on delivering amenities and services typically not expected in apartment living, Tomlinson proceeded to deliver a product unique in style, on-time and within budget. Mr.Tomlinson has developed and sold over $1,000,000,000 in multi-family and single family real estate.

Joseph M. Papasso - Principal


Mr. Papasso’s primary responsibilities include the supervision of all construction activities. He has over 30 years of experience in residential and commercial construction. Mr. Papasso began his career as a design draftsman with architectural and engineering firms in New Jersey. Switching to field management in 1980, his experience includes project management of single family and multi-family projects as well as commercial projects.


Mr. Papasso holds a Florida Building Contractor’s License. His expertise includes AIA Documents, Bid Documents, Payment and Performance Bonds.

Tom Olesiewicz, CPA - Advisory Board Member


Tom Olesiewicz, CPA, is a shareholder of Olesiewicz & DeAquino, PA. Mr. Olesiewicz’s practice has a significant focus on the development and ownership of real property, including taxation, entity structure, financing and transaction planning.


For over 20 years, Mr. Olesiewicz has been actively involved with Parkland Development Corporation, providing accounting and consulting services for the Company’s projects. 

Robert S. Forman, Esquire - Advisory Board Member


Mr. Forman has been practicing law in Fort Lauderdale, Florida since 1980, with an emphasis on complex commercial and real property transactions.


For more than 25 years, he has worked closely with Harold Tomlinson and Parkland Development Corporation as an attorney and advisor on numerous developments.


Mr. Forman is a partner in the law firm of Forman & Altino, P.A..  He is a Member of the Florida and Washington State Bar Associations


Jennifer Matasavage - Administrative Assistant


Mrs. Matasavage’s primary responsibilities include accounting and administrative functions; managing payables and receivables on all projects and working with contractors and banking administrative staff in the preparation of all funding requests.  Mrs. Matasavage holds an Associates Degree in Business Administration from Red River Community College, Canada and a Bachelor of Arts Degree from Florida Atlantic University.  Mrs. Matasavage worked for Parkland Development for five years before taking leave to start a family; she joined us again in 2012 on a part time basis.
